At 15 there is not a definitive average for penis size because some teens may begin to grow before others and vice versa. Don't worry over penis size too much because you still have a good number of years ahead of you to continue to develop -- most men usually stop growing in their late teens/early twenties (18-21).

"Small" is completely relative to age, genetics and to whom you are comparing yourself.

Among most teens that is not too small as the adult male is 5-6 inches. Being 4 inches 15 is fine, and while many guys are larger, everyone progresses at a different rate therefore you are perfectly fine.
