It is physically impossible to pee during sex (also counting with a full erection). When you have an erection, your sperm glands become active whilst the part that deals with pee completely shuts off. You have to wait until you are flaccid or at least semi erect before your ability to pee is regained.

The reason why it is hard is because during sexual stimulation when you get erect it puts a lot of pressure on your uterus. Thus making it hard to pee.

Every guy has this problem. Sometimes it won't be to the same extent as everyone else but it would still be hard to pee.
