If it's on your penis itself then they are probably skin tags, they could be genital warts if you are sexually active. If they are in your pubic hair then they are probably grown hairs and they are completely normal and go on their own.

These are most likely hair follicles. They might be Fordyce's spots - these are essentially little patches of fat in the skin. They're completely normal and almost every guy has them. Don't pop them - just let them be.

That's taken from the sticky at the top of the Puberty for Boys section. That says white spots, but they can also be red. Typically red spots, if they're just like 'zits' or acne, are harmless. If they don't go away or lessen in quantity/size within a few weeks then you might want to get checked out just in case.
