Cuddling your friend while he's asleep is fine as long as he was fine with it before he fell asleep, if you want to experiment with your friend, ask him. Touching him down there while he's asleep is unacceptable, illegal (depending on how you look at it), and if he woke up, he'd likely freak out. If you have strong feelings for him, express them, but for god sake don't do it when he's asleep, it could end up backfiring and land you in a lot of trouble.
