I was wondering if this is normal. A small line going on the bottom of my penis down on my ballsack that goes between my balls. Is that normal?

In gestation before the sex of the child is determined, the genitalia of the child look the same. It's a weird mixture of structures that if the child is male, transform into the penis, testicles and scrotum, and if the child is female, transform in her respective genitals. The link at the base of the penis that extends onto the scrotum is what would have been the vaginal opening if you were given two X chromosomes. It fused back together instead of opening and becoming the entrance for the female genitalia.
