The previous poster is talking about testicular torsion which can be very serious. I don't think you'd see any discolouration if the testicular blood flow was restricted because this wouldn't affect the blood flow of the scrotum itself, but clearly if you find you are turning 'blue' down there it is cause for urgent medical attention.
