Don't worry, it is indeed normal for hair to grow there; don't worry not one bit.
As for your happy trail growing, I can't really say, as hair (whether it be pubic or not) grows at different times for different people.
If this provides any reassurance, you're only 13, and know that it'll surely be there by the time you turn 18.
Hope this helped! ^__^

Yeah, lots of guys grow pubic hair on their scrotum and penis shaft. I got some.
As far as happy trails, not all guys get them. Since you're only 13, you're so young that it might not come in soon. There is no real time for ANYTHING to come in! It just, does.

But even if you do grow a happy trail, you've got a lot of time to do it.

Woah, that's freaky. I thought everyone grew happy trails? Heh, I learned something new today. Awesome. Thanks penis expert!

Scrotum hair actually grows first (wait, i'm sure someone will come on and tell us that there's grew last!), then around the base of the penis/on the penis itself. The 'happy trail' actually grows a bit later.

Remember, puberty is a 'testicle thing', as they produce all the hormones that cause puberty, so the changes radiate out from there. The further the changes are from there, the later they (typically, but not for everyone) will occur.
