Could you explain these 'things hanging down'? If it's what it sounds like then it's pretty normal. If you are concerned though, see your doctor.

Are you talking about the labia ('Lips')? They are on both sides, towards the top and sorta go around the opening? If that's what you're referring to you are absolutely normal! The labia grow substantially during puberty, and become quite visible. Sounds like you've started puberty! Congrats!

All girls have them don't they?

^Yeah, they do. I think the "hanging down" bits she could be referring to could be the labia minora (sp? :S), and they're meant to be there, and all girls have them. :)
As for your periods, try not to worry too much about that, it should show up within the next year or so, as it is normal for some girls for them not to start getting their periods before the age of 16. The latest I've heard of a girl getting hers was 17.
So yeah, just try to stop worrying a bit, you're completely normal. :)

All girls have labia, what she is most likely referring to is the hymen, which is a flab of skin that covers the vagina and breaks off during strenuous physical activities or sex. You're definitely normal, you're just a late bloomer.

No she's not, because the hymen DOES NOT hang down like she's describing. And just to clue you in, there's the labia majora (lips of "flaps" of skin and flesh on the outside of your body) and the labia, minora, which are connected (sort of) to the outside of the actual vagina.

Just so you know. :P

Well as for the hanging things, I reall don't know.

But as for the late periods, I can think of ... three maybe four people that got their frist period at age 16 or 17. It shouldn't be a huge deal, it is most likely just a late bloomer thing. Though if you are very concerned about it, talk to your doctor at your next appointment.

I'm not a girl... or an Angie, which is an angel mixed with an orgy?
But anyways... Angie is most likely correct. So QFT (Quick Fake Tacos)...
in case you don't know.. that actually stands for Quote for Truth

I left out the fact that I'm an idiot!(at times) :P
