So I have been masturbating every day for almost a year now and ive shaved maybe 6 times and it was with my moms razor. I stopped shaving now for about 3 months and Ive noticed these bumps that have appeared on my penis shaft. I tried looking it up and found ingrown hairs. Does anybody know what I should do about them, go to the doctor, bring it up during a physical, or what? HELP!

It's most likely a developing hair follicle. Some people grow hair on their penis shaft and it is completely normal

You can mention it to a doctor but he will just tell you it's normal. Nothing to worry about.

They shouldn't be that noticeable if they are just hair follicles for a girl to ask you if it's an STD. If that's the case, then you can never go wrong with asking a doctor. Otherwise, if you are having sex with someone, they should be mature enough to understand what they really are. (Unless of course you really might have an STD, then you really should go to a doctor)

Don't worry. Everything is fine. You just need to get used to live with some hair on your penis shaft. I got the same thing and I just trim them every time I trim my pubes. It's no big deal.

I don't have these, but like mentioned before everyone is different, but it will never hurt to ask a doctor.

Ingrown hairs are really common, people with curly hair get them on their head. They can be removed with a pair of tweezers if they are really bothering you, but I wouldn't risk it because that can lead to them becoming infected. They are perfectly harmless and go of their own accord within a few weeks.

I dont think the stopping shaving and the bumps are related -
They could be pearly penile papules, small in size (approximately 1-2 mm) and they look just like pimples, but are not pimples. They are actually tinny glands, and you shouldn't pick on them. They occur around the margin of the penis head, and can be seen when foreskin is pulled back. They usually develop in teenage years, but may occur up to the age of 40. They are visible in some men, while in others are less noticeable. Around 10% of men is affected by pearly penile papules.

I think you had mentioned that you are sexually active, and I would have your penis checked out. It is hard for any of us to say what your issue is because your issue would need to be seen by a doctor in person. I am not saying that you have a STD, but if these bumps appeared all of a sudden and did not happen when you first started shaving, then I would have things checked out. Especially if folks are turning you down for sex because of your bumps, then you need to be checked out so that folks will know you are clean.
You said you are using your Mum's rasors. Just make sure you are using new rasors and not rasors she has already used.
