Are they red? Like little red bumps? If so, there's the possibility it could be eczema, which tends to be genetic.

I'm no expert but is it possibly hair follicles? Check it out on google and see if that could be it

Could you describe them in a little more detail? I have red bumps on my upper arms caused from dry skin that I treat fairly effectively with moisturiser and body wash.

It could be ecxima. If it is, it may be caused by an allergy to the soap you use.Just try putting some lotion on it.If it persists, go ahead and tell your parents.

Their more like tiny bumps, they don't hurt and they are the same color as the rest of my skin.

Ah if they are skin color its likely what the person above said. It could also be some dried skin or some kind of skin irritation, however this is unlikely.
If you're concerned about the appearance of them then try speaking to your local chemist or ever a doctor about possible solutions or how to get rid of them. You might find they come and go. However the periods of time that they come and go does vary a lot. It could be weeks or months or longer.
