From what I've heard that's normal for most guys during a period of high sexual arousal, or normal things such as wet dreams.

Well, not necessarily. Some people say they can purposely cum without even touching themselves if they're horny enough. But the wet dream ones do indeed suck. Either way though, it's never happened to me.

Yup, that's true, it can happen. Although some might get confused between two things that could be interpreted as the same thing, so here's what I know:

Yeah, you can ejaculate (cum) without direct sexual stimulation. You may just watch a sex movie and cum. That's generally called a premature ejaculation - it happens without control or with less control.

But also, you could get a little liquid but no orgasm with it. Like, it a little wet. That's called precum.
To get a little technical, your brain takes in images and ideas and knows that they have a sexual principle, so it gives you an erection, and either a little friction or your brain can stimulate the Cowper's gland somewhere along the vas deferens (tubes going from your ball to the urethra). The Cowper's gland then produces precum.

Precum is a clear, sticky fluid that cleans out the urethra and lubes both the penis head and some of the shaft. It's not cumming because it's not ejaculating, and it doesn't come out at orgasm. It's just precum. Most of us get it when they're horny - some make more than others, or it could depend on how horny we are.

Nah you shouldn't get yelled at for just asking a question, man :P Basically, there is no muscle you would work to do that. He's talking about that happening to you just if you're horny or without notice, and that's generally how it happens.

when i asked this question, i was not talking about a wet dream, i was talking about when you dont touch yourself (and no one else touches you) and you cum, NOT RELEASE PRECUM, i was wondering if that ever happens

Ive never done this. I guess when the sperm build-up is too much, it will just ejaculate.

That happens to me on occasion. It is perfectly normal and natural. I believe that it is very awkward at times, but just be careful if it ever happens when you are around someone. This only usually happens during sleep. (wet dreams)
