Is this Bacteria?

The pubes along the center line going down my scrotum were colored greyish white, and had a kind of pasty-like stuff on them. I shaved it off, and continued to wash my sac. When they grew back, they had it again? Is this a bacterial infection? What do I do about it, since shaving won't make a difference?

Id see a doctor but if you dont want to then id suggest using a very strong anti bacterial solution on the area. (read the warning labels and make sure it doesnt say no skin contact!!

You simply must see a doctor. Creams that work for fungal infection don't work for a bacterial infection. Could you go ask your school nurse, if they have one?
