Generally, yes if a girl likes you she'll look at and touch you a lot. However, it doesn't work the other way around- if a girl looks at and touches you a lot it doesn't necessarily mean she likes you. She may just be a touchy kind of person, I know many, and she may just enjoy looking into people's eyes or studying their features [I'm a bit like that]

Well she usually touches my arm, feels my hair, that sorta thing. And kicks me in the ass when I'm not paying attention to her... which is rare :D

Well today the same girl and I were racing up the stairs at school (since it's not hard to impress us :D) and of course I was winning; but still I was hanging back to stay relatively with her. And the whole time she was grabbing the back of my shirt to slow me down; and even when I held out my arm to keep her from getting ahead, she sped up and pulled my arm.... to her chest. I really like her, so I hope she only does this with me. But I can't work up the courage to tell her... :(

Hmmm.. I guess that what jane said is right, if she only gets touchy with you than she probably likes you. I've caught two different girls I like staring at me, but no girls I know have touched me intentionally.
