If you are bit overweight the fat around your penis effectively makes it smaller, so if you can lose some weight it will appear larger and possibly measure longer (depends on how much fat there is). Otherwise yes you are small now, but you're only 16 and still have some time to grow.

Also, the adult average is 5-6 inches, and you still have a few years of growing left, so the chances of your size being in the average range are good. You should at least grow another 1/2 inch, you'll be fine.
