On AVERAGE, at what ages does a male notice the biggest change in development of the chest/nipples? What age did YOU notice the change or has it not happened yet?

Its different for everyone. If your wanting pecs, you have to workout your chest. It won't magically appear.

^^Actually during the later stages of puberty the shoulders broaden and chest muscles develop regardless of how much you work out. Working out however helps build and ton those muscles.
My shoulders/chest/pex started getting bigger at around 16 1/2 or so, but I'm a bit of a late developer.

Well I was saying you won't get the pecs that you see models with or you won't get really awesome looking pecs. There will be barely any visible pecs. To have good pec muscles you have to put in the work.
