What Are 'Reps'?

People keep speaking of giving good reps? And I really don't understand what they are or how to 'give' them. Help please? I see the Rep power bar on my screen but I don't know anything about that either!

Don’t get too worked up about it though, you don’t get any special privileges if you have a higher rep than others, and no administrative action is taken based on it.
If you feel that the rep system was abused, and you therefore received reputation from someone you shouldn't have, PM one of the admins, who will look into the case. But remember, just because someone may not agree with you, doesn't mean the rep was given unfairly.
