It says in the rules that spam is not allowed, so why is it ok to start a tread about how many post they now have?

Well strictly speaking you could clasify it as spam, but we would look at it as people just marking a milestone on VT. So thats why its allowed.

Well, I guess it depends on your definition of spam, you can really post anything (to an extent) in TWPR, and of course you can pretty much post what ever you want (again, to an extent) in your own diary. Some diaries even have spam threads where the diary owner gives you permission to do whatever you want.
