So I was at my local pool and I wash changing. I then noticed that there was an eyeball peering through the crack leading to the next stall. I got out and left without telling anyone, and i saw his hand's shadow moving back and forth. Should I have told the pool manager something?

Having dreams where you meet another teen sounds fun, but in real life when you don't know whether it's an old guy or what, it's quite scary...

well you're 15 and probably can make your own decisions on something if he had approached you...old or not....but YES I would have let the pool management know because there are younger boys in there that could be approached or something else.....better safe than sorry

Yeah, I think you should tell someone, that's creepy as fuck. You said his hand was moving back and forth in his shadow, so you know what he was doing while looking at you. Definitely tell the manager about that, we don't need weirdos like that guy amongst us.

The cracks are all up against the wall or by the door. It's possible to stick a finger between, but not actually look through.

I'm a bit confused. I'm not doubting it at all, I'm just confused after a long day.

You should report this situation! Like people will catch the person once you report, because they will do an investigation and really observe the people who use the pool, and are using the changing rooms too!
