Yes. If there is one number then 99% of the time they are talking about when they are hard. If there is two then the person will specify which is flaccid and which is erect.

Yeah, most of the time.
On surveys most of the time though on here, you'll also see a question asking what your soft size is too.

But hypothetically, if someone were to ask you how big your dick is, you would most likely tell them the size of it when erect.

Well if the measurement seems kinda big for the dude, then it's erect, and if it seems like a normal smaller size, then it's soft.
