It is supposed to pull back. I think you have Phimosis, a condition where the foreskin is too tight. You might want to speak with your doctor about possible treatment.

Try rolling ur foreskin back a tiny bit more every day and it might stretch it safely...if that doesnt work go to ur doctor

Pull it back until it hurts every day. It will take some time but it should work out. If not go to a doctor.

Cuts? You shouldnt get that try pulling it back a TINY bit everyday before it starts to hurt then you shouldnt get cuts...I've never heard of people getting that before.

cuts? that dosn't sound good! I'm guessing that it's just because you've never done it before. Don't worry about it, if it's not painfull when you leave it fowards. Eventually you will be able to pull it back fully :)

A doctor gets paid A-LOT of money to listen and treat your problem. You shouldn't be afraid. If he laughs, he shouldn't be a doctor. Women get certain "exams" and those are pretty descriptive. Men get physicals, so I think a doctor can LISTEN without making you uncomfortable.

Whoa! NEVER pull it back so much that it hurts! (I wish you guys would stop saying this, it's dangerous!). Pull it back GENTLY, stop BEFORE it hurts. DO NOT FORCE IT! Loosening the foreskin takes awhile, many weeks or even months. You cannot do it all at once! If you've got 'cuts' on the side, you've likely pulled it back way too far, you can actually tear the foreskin! Stop whatever it is you've been doing and call your doctor, give him a call and talk directly on the phone to him and tell him what you've done. Do not be embarrassed, he's a doctor, and foreskin tightness is very common.
You might also tell your mom that her attempt at humor was not helpful.

Well, I'm glad you can talk with your mom now. I suppose the way you presented it suggested she didn't take your concern properly, or was dismissing it with humor.
The stretching can take awhile, anywhere from days to weeks to months. just don't force it, take your time.
And, everyone in my family are doctors, they really are nice people, there's nothing to 'hate' or fear!

try stretching it out everyday
if you do it, it'll stretch out and it'll be easier to pull it back
