It means to post in a thread that hasn't been posted in for 2+ months (3+ for Questions for both boys and girls)

"Bumping" universally means to bump a thread up to the most recent posts. So, by posting on this thread, I'm technically "bumping" it to the newest posts. People will often do this so that the thread gets more attention, but it's already been stated that there are some rules regarding bumping here on VT.
