How come, with each time I shave my whole crotch, my balls never drop? They do with hair, though.

Because the hair help keep them warm and when you shave it all off, they stay colder, this results in them staying close to the body and not hanging down low.

Its strange that you would have so much hair that it raises the temperature of your balls. I have hair but not that much but yeah usually pull into you when they're cold.
