Just now I dropped it and about 3/4 of the screen is neon colors. Do I need anew screen installed or can I fix it my self? Everything else works, it is only the screen.

It could be your LCD. If this was just the glass, it would be no issue, but I am not sure if this can be replaced by yourself. You might want to do some research to see if it is possible or not.

It sounds like you broke or cracked your LCD. You can try doing some research on that. I've never heard of anyone replacing that themselves, but I don't know if it's impossible.

its not the screen because it would be all black

It is quite likely the LCD panel that needs to be replaced.
Replacement panels (new ones) can be found online for prices between 50 and 150€, depending on the laptop model (obviously, a high-quality 17" display will cost more than a low-grade 15" one...). If your laptop is not very old, it is certainly an option to consider.
In most cases, it is not hard to replace such a panel yourself - the only skills needed are screwdriving, and lots of patience. Given how much you're usually going to pay to get that job done, taking time to do it yourself is definitely a bargain ;).
I've replaced such a panel only twice so far. In both cases, I needed to partly disassemble the laptop. To do that, unscrew, write down which screw went in which hole, and which wire in which plug. I took photos during the whole process myself, to see how wires and screws were attached. You can often find free guides with pictures showing you how to open your laptop case on the net. And of course, remove the power plug and the battery first XD.
So in short: yes you can do it yourself if you're cautious, and what you need is buying a replacement LCD panel specifically made for your laptop brand and model.
