I have had hairy arms and legs for years and I am late in puberty. I like the hair and nobody really noticed.

Kid, I was literally born with a lot of hair on my arms and legs and I have more now than most adults. It's totally fine.

I've had Hairy Legs and Arms (Like, jungle hairy), since I was 11, it's perfectly fine. Hands, I have except for Knuckles.
