If Person A's penis starts growing at age of 10, and Person B's started growing at 14, does that mean that A will be bigger than B?

I dont think so, maybe B is just a late bloomer. if you are an early bloomer it doesnt mean that youre going to be bigger than most of all the late bloomers. :)
