In general, people refer to French kissing — open-mouth kissing — as first base. Second base is usually touching a woman's breasts. Third base is using the hand to stimulate the genitals. And hitting a homerun generally refers to having vaginal intercourse.
I dont think you can really "be" at a base right now, unless you are messing around with a girl while you are typing.

Everyone has their own variation of what 1st, 2nd, and 3rd base are. Like Yuri said, it's in reference to how far you go with your bf/gf

First base: usually making out/French kissing.
Second base: touching your girlfriends' breasts, letting your boyfriend touch your breasts (if you're female).
Third base: oral sex/hand jobs or fingering.
Fourth base/home run: intercourse.

Basically most people see it as what Angie just said, but I believe that 2nd Base has a dumb meaning and it should be taken out..it just seems pointless to me to have its own "base"

I think it should be:

1st: Regular Kissing
2nd: French Kissing/Making Out
3rd: Oral Sex (Fingering, Hand Job, Blow Job, and fondling the breasts should be put in here instead.)
4th: Intercourse
