My younger cousin is kinda flirty around me all the time and i really dont know what to do about it. she always comments about my "musclesly arms" and how im so "manly". the rest is just body language and how she acts. im her favorite cousin appartently, and im not sure if this is her way of expressing it. I dont want to encourage her, but i dont want to just be cold and heartless. has anyone else experienced anything like this

Nope.
But it's not "cold and heartless" to stop any sexual advances (yes that includes flirting) you don't want. By the way, that falls under sexual harassment if it's making you uncomfortable and it's unwanted.
Just tell her to knock it off the next time she flirts at you, and/or give her a face like you've just walked into a bathroom, and found the toilet full of diarrhea. She'll stop.

I have the same problem, my older cousin is always touching my legs, running his hands through my hair, and telling me that I'm pretty. At one point he actually asked me if I would give him a handjob, I was completely grossed out. I told him that we were cousins and what he was doing was inappropriate. He still says some weird things, but he has backed off.

I'd just ignore it, for all you know she could just be complimenting, but if that isn't the case and she tries anymore advances on you just confront her about it and tell her it's wrong. Also how young is she?
