You want to "figure out" if someone is gay? Ask them. Don't believe any shit you may hear from other people claiming that person is gay, especially when it could be just a rumor. The only person who knows if that someone is gay is that someone. So if you're trying to figure out if someone is, just ask them.

I guess you could see how they act around guys and act around girls but other than that you can't really find out without asking them. Be careful though. If they're not gay they might get offended. :P

You may get clues if you are observant, and I think this what people mean by 'gaydar'. Yesterday after swimming I had a guy blatantly checking out my privates in a mirror thinking I wasn't watching. I kept an eye on him and noticed he kept trying to sneak looks at me all the time I was changing. It seemed pretty obvious he liked what he saw and was trying not to get caught. My conclusion was that he was gay / bi ... BUT if I was tall and muscular I might have believed he was just admiring / jealous (but I'm kind of short and on the slim side so I doubt it haha).

So you might clues from people checking you out or smiling at you and stuff but you can't assume anything : I have a straight Indian friend a lot of people assume is gay because he's very softly spoken and meek and hangs with me.

Ah, that age old question! There are some ways of making a shrewd guess (if they do ballet and act like a princess they probably are), but there's no sure way of knowing unless you ask them. :P
