I have a skin disease thing called E.D.S Which allows my skin to pulled further than others, this happens EVERYWHERE. Even my balls/penis, so most of the time, I have about twice the amount of skin down there sagging.. And the only way to make it look right is to get a hard on. But again, because of the EDS my penis when hard is about 8" long and VERY hard to hide in public places. So what do I do about all the skin, I'm very worried cause it rips really easy. Should I just leave it? I need help. I should also say that I'm 14...

I think you should be okay. If you mastrubate don't do pull it extremely far. I'm sure it doesn't sag far and it's not like you show everybody everything down there. I think you're fine.

This, although if it really becomes a problem just see i doctor, i'm sure there's something for it.

As far as I know, there's not too much that can be done about EDS. Just avoid really pulling your skin, bumping into things and stressful activity like lifting heavy things. So be careful about zipping your pants and really treat any wounds you have.
This kid in my genetics class did a poster on EDS, it said to make sure to get the right amount of vitamin C, it helps keep skin firm and some relief. It's worth a shot I suppose for you to increase your intake of it, see if that helps you even a little.
