Borderlands is a good series, but I wouldn't say it's open world. It is, but you're meant to explore the world as you gather new and harder quests. Just be careful, because if you wander off, you'll encounter higher level enemies and die right quick.

Red Dead Redemption is rather open world with free roaming available while yes you are restricted to doing missions and only parts of the land is available to you at first it really is your choice in what you do and when you do it, although you do have to do certain things in order to unlock gear and progress through the game.

The online multiplayer is also very good.

I guess it would depend on what you mean by free roam really. Do you mean you can go wherever you want whenever you want? Anyways...

Prototype 2 is sort of a free roam. You start off in 1 area and you have to progress so far to go to the other 2 big sections of the game, but its still not too bad.

I haven't played it too much to know for sure, but Dead Island appears to be a free roam type of game.

But a lot of the enemies level up with you like bandits, spiderants, skags etc. so he'd mostly be alright. I'd recommend doing a lot of the side quests alongside the story because they help you get better equipment and level up. Also you can quick travel and stuff to all of the places on Pandora so I'd say it's an open world, although you'd have to do missions or there would be no point in the open world part, yes.

Red Dead Redemption and the Assassin's Creed series. Red Dead especially since it gives far more freedom. There's so much to do and it even has multiplayer free roam.

GTA IV is one of the only games I like on PS3 (the other's GT5).

I was talking in terms of major enemies (Nine Toes, Bone Head, etc.) that can be easily gotten to within the first 10 levels of game play. But you're right, most of the other mobs level with you.
