My sister i going to be homeschooled and they will supply the internet, with this could there be blocked sites? such as manga, anime, and gaming sites?

I presume your sister is enrolling in some sort of online school, yes? I haven't heard of them actually providing internet service. Are you sure that's the case? My understanding was those are generally a service provided over an existing internet connection.
If they provide your internet service or require you to VPN into them (essentially if you're forced to use their proxy) then yes, it's quite possible they will filter your internet. Otherwise, pretty much no.

Well again, if they're providing internet service then yes they can filter, but I find that unlikely.
Another possibility is they require students to VPN to their network, this would allow them to filter the student's internet but if you're not on the VPN link or if it's possible to disconnect from the VPN then it's possible to circumvent their filtering.

Nothing is stopping you from using a proxy.
Besides, I was not under the impression that you were just given free(although likely paid for in the tuition) internet for online schooling, unless you qualify for low-income status, in which case you'd probably be advised to go to public school anyways.

I still don't understand how the homeschooling group is providing your connection. Are they your actual ISP, or are they simply subsidizing the cost?

Oh I can disconnect from VPN if load into ubuntu, thats easy. Windows will be a challenge though.
My mom thinks that they are paying for it, I assume it will be very slow though, considering its being connected the old-fashioned way using Coax cable. but I can always buy a router :)
I'm noob to networking so I don't know if they will have access to things such as filters.

Cable networks are quite fast, so unless you're going from fiber optic or some such to cable the hardware probably isn't such a downgrade. I'm still a little confused that the e-school thing is acting as your ISP, but whatever.

Just use a proxy such as cheesecamera.com or hidemyass.org

That didn't make sense at all. Lets address this one point at a time.
If your mom thinks they are paying for it, that just means they're just reimbursing you every month for the costs of your internet bill. The group sends you a check for the value of the bill every month and your ISP never knows the difference.
Coax cable isn't the old fashioned way. The old fashioned way (http://en.wikipedia.org/wiki/Dial-up_Internet_access) is through a phone line with those screeching noises (http://www.youtube.com/watch?v=5qWg6cgFnIU). In general a cable connection is faster than a DSL connection, but it'll depend on the actual package you have.
A router only lets you share your connection between multiple devices. It doesn't speed it up or compensate for its shortcomings, if that was what you were implying with the smiley face.
What do you mean disconnecting from the VPN? Have you established that the homeschool service will use a VPN?
