That does seem smaller than usual, but everyone does stages of puberty at different times and lengths of times. I wouldn't worry about it :)

I'm 14 and I'm 2" soft and 4" hard. I'm pretty sure all of us will grow as we get older. Don't stress over it. A friend told me if your dick can pee and cum then you're ok.
