Yes, this is correct! As I always say, the problem with porn for teens (esp. younger ones), is that without much experience, you might actually believe you're supposed to be the same way. Yes, everybody develops differently. Realize that you are only 13 and have many years left to go. Just chill out and as the years go by, you'll develop. Realize that puberty is a process that takes years until your 20s. You've just begun. :)

It's not normal for your penis to 'peel' (I'm assuming it's not the day after some rough masturbation). I suspect you have a fungal infection or something along those lines, which would need medical attention. Tell your mom.
