Listen, balls do NOT drop during puberty! They are there, anchored securely in your scrotum, where they will live quite happily forever. They also do not shrink at all at anytime, although both your penis and scrotum will shrink in response to colder weather, temporarily.

But, like just about every other part of your body during puberty, they will grow, and to accomodate that growth, so will your scrotum ('Ball sack'). What you seem to be noticing is that they will move at times, and it might be hard to feel them, but they are still there.
