No one on here can tell you if she loves him really its something only that girl can tell you. Personally I don't think many teenagers have honestly and truly been in love and that's an opinion i'm not looking to change before anyone says anything. So yeah she might think she loves him and really at this age that's kind of good enough. But why he's asking you is beyond me, you won't know he needs to ask her if she really means it.
