What do they mean by this?

Cut means if u were circumcised (foreskin on penis cut off) and uncut means u have foreskin on ur penis

Cut means that you are circumcised meaning that you have no foreskin (extra skin that covers the tip of your penis)
And uncut means that you have the foreskin.
