There are tables for these things we had in PE but I guess you could find them on google that list out average heights for age and stuff.

Some boys have a big growth spurt then stop, and make everyone else feel short for a few years. Others are slow and steady, smaller growth spurts etc. Some of us are more slow than steady. Your height, like the size of you boy bits or how hairy you are are basically stuff you just have to live with so try not to worry about it : height doesn't stop you being good looking, popular or successful (you're only 3 inches shorter at 13 than Tom Cruise is as an adult).

Age 13 is when a lot of growth spurts start, so I would say you are fine.

I am 15 and 5 foot 7 ish. There is no problem being short and I think I am short for my age, because there are a lot of my friends that are taller than me, but I think it would suck to be normal height and tall.

Dude trust me you are fine, there are some guys your age at my school that at 5 foot or even shorter! I however was very tall, I was around 5'8 or 5'9 at that age.
