No, there is no way to "increase" it, or anything, in puberty.
Everything comes in stages. This stage just happened to come later for you than it did the majority of other people you know. There's nothing wrong with that. And honestly, it shouldn't matter all too much. You're a man regardless of the amount of hair you have. :P
It will come in time, all you have to do is wait.

Arm pit hair doesn't really mean anything, and most of the time it is just annoying. Cause it makes you sweat a lot more during the summer and during exercise which can be weird if you have giant pit stains on your shirt :P So don't worry about it and if you do want some just wait and it will soon be growing rapidly.

Everyone is different in terms of body hair. I'm 18 and I have barely any chest hair. It's just one of those things that you have to accept about puberty.

Everyone grows body hair at different rates. For me, I got pubes first, then leg hair, then armpits, then stomach. A friend of mine got pubes, then everything else kinda grew in at once really slowly. Another friend basically got everything at once. There's no way to change how fast hair grows or which grows first, you'll just have to ride it out.
