Not a big deal that you haven't made out with anyone. I'd say that most people your age haven't. As long as you and your friend are both ok with it, it's fine to experiment with him. Not sure about the other questions.

Well regular trimming or shaving with the appropriate object e.g scissors or razor. Note: If shaving I would advise using moisturizer as the dryness and itching as it can be a massive factor and an annoying one.

To be honest if you are already getting a patch of chest hair, it will grow probably not very noticeably over the next few months or years.
