It's just above average. if he's 12 and has a 6 incher, he's likely going to develop and have a pretty big one. nothing is for sure with puberty though, since it treats everyone differently.

It's unexpected, but not necessarily huge.
Chances are if he's got something that size at just 12 years old then he started puberty quite early, his penis size was one of the first things to develop, and he probably won't grow significantly in that area any more. 6" is within the average for a fully developed adult, so it would be unusual if he grew much more after that.
