It is because you are developing late and your body hasn't begun to produce semen yet. At 15, you definitely should start soon though. I might visit the doctor if I was you. You could possibly have delayed puberty and that's why you have no pubic hair or you can't ejaculate. Your doctor should have said something about it when you are at physicals to make sure you are developing correctly. If you do go they will give you hormones like testosterone to jump start puberty and eventually help get pubes and ejaculate. When you have your physical this year, ask your doctor and he/she will help.
