the chat room isnt temporary its always there. it just depends if there are members in it or not.

cant PM till you have 100 posts unless its to a mod. all PMs are monitored until you get 250 posts

It's just this was on another site, yeno so people can talk and discuss things with others, so if I was talking today, I could go offline and keep the same conversation when I go back on

You could PM people but you cant do that till you have 100 posts or you could VM people but all VMs are monitored by mods until you reach 250 posts
