how should I start talking to a best friend/crush again?

When I was in middle school I had a crush on my girl best friend. We used to hang out a lot but then for a few years we didn't really talk or anything. We still don't really talk or hangout much and Idk why we don't. When we have it seems like we are best friends again but then when I go to talk to her a couple days later via text or whatever she doesn't text/message back. Idk if I should keep just trying to talk to her or if I should just wait for her to talk to me first. Or am I just over thinking this?

Over thinking it is all your doing. Just act normal and start hanging out with her more often if you really want to be involved with her. When it comes to stuff like this, just play it calm and chill and it will always end up way better in the end. Do not worry about the little things like her not texting you back because it is relatively insignificant.

well if you see her in school ever say hi when you see her or just wave at her. If she has not talked to you in a while then dont go and try having a big conversation with her right away try small talk.

we go to different schools so the only way i have been able to talk to her is by texting

You won't know about the calling unless you try it. As for texts, maybe her parents changed their plan and she has a limited number?

Some people aren't too busy to text back, it's that they don't like texting that much. I know I always prefer a phone call as opposed to a text, but I still respond. I know other people that don't even text anymore though, because it gets very old fast.
