Just have to work on it in shower to stretch it to get it back and loosen it. I think a doctor can give you a cream to help. And not sure about last part, might be getting it done

Do you mean retract? Or surgically restored? You can retract it gently each time youre in a shower. To get it restored you'd need surgery.

And I wish I wasn't cut.

I'm assuming that you mean a foreskin restoration after being circumcised; correct me if I'm wrong.

There are surgical procedures which can be done to "reattach" an artificial foreskin. Of couse, it wouldn't be the same if you were never circumcised, but it is able to "reattach" some skin.
However, this procedure comes with plenty of painful risks and treatments, and it isn't necessary. Personally, I don't think you would want to put yourself through all that, but it's your choice, of course.
There are also "stretching techniques" which (regardless of what some people may tell you) haven't been proven to be all that effective.

If you are truly considering this, instead of asking an internet forum full of teenagers whom you've never met, talk to your family about it.
My opinion: You're only 13, so if this were to even be done, I'd wait at least until you are 18+.

Yeah there are ways :) I was just posting about it the other day because I am trying to do the same thing. It's a huge pain, but it does work if you keep at it. If you want to know more go ahead and write on my prof.

you don't need surgery, it's possible to get it done without.
