Spots on shaft and scrotum

Hey I have these spots on my shaft and scrotum they don't hurt when I touch them. They look white and kind of skin colour, I masturbate at least once a day do you think it could be from friction. I am 13 and never had sex before.What do you think these are, thanks for the replies :)

I have the same problem... Although i have had sex but i had it before.... Anyways mine are like permenant goose bumps at the base of my penis and on most of my scrotum. One day i spend about thirty minutes inspecting one and finaly from around the hair almost like a black head came out... I freaked out... But its not like i dont wash myself but ever since ive made sure to wash it 3 times per shower... Still havent gone away... So if you could help me out too :P that would be great

I have them too. I think it's just normal and hopefully it goes away
