Hmm..interesting.

I don't really know any definite solutions..but if you have some weight on yourself I guess you should watch what you eat, and do some daily physical activity.

If you're overweight that could be the problem. The pubic fat could be going out further than your dick and making it look like it's "inside your body" when really it's just covered by fat. Try losing some weight and see if that helps the situation.

your penis probably isnt big enough yet. prolly 2 inches cuz ur still 13 do you have any signs of puberty? hair anywhere? anything? you may just be a late bloomer i dont think its any thing that needs medicle attention.
