If you are younger like 13 or 14 you may have hot puberty pretty early to be super hairy or maybe it's hereditary

Nah it's 100% perfectly normal. Some people are hairy and some aren't.

Since you are 17, it's completely normal. The friends that I have that are hairy all got most of their body hair when they were 16-18. It's completely normal.
