Although I was 13 long ago, I can still give you an answer to your concerns: it is normal.
Your penis length will grow with time, just be patient. Same with your pubic and armpit hair.
You must understand that puberty can either hit you with everything it's got or it can hit you in phases. Besides, the normal 'starting puberty' age range is 12 to 14, so you're just somewhere in between and you'll probably only begin seeing changes in your body in the months to come.

It's totally normal. Mine was around that size until about 6 months ago when it grew to 3.5 inches. Then it grew to it's current size at 4 inches only about a month ago. Just wait, it'll grow.

You probably haven't started pubery yet. I was able to cum when I was about 9 or 10, but everybody is different, and develops at different rates. Don't worry, the only thing you can do is be patient. You will grow sooner or later. It will be ok.

It's completely normal. You probably just started a year or so later than everyone else, which is why you're feeling small. In about 7 years time when you finish puberty you'll probably have the same size penis (or bigger, who know eh) as everybody else.
As for your arm pit hair it's completely normal not to have any, it usually starts to grow at Tanner Stage 4 of puberty, which is usually around the age of 15. I've only just grown a decent amount and I'm 15.
And don't worry about not being able to cum- its completely normal at your age. Give it about 6 months to a year and you should be able to without any trouble.
Some people are just late bloomers and don't start growing till their 17, others grow earlier at 9, the ages that people say are just the average, although if you start late you'll grow faster!
Also, regarding all of this, people don't stop going through puberty till about the age of 21, so at 13 you've still got a solid 8 years or so of growing- dont worry about anything.
