This is in fact "precum" as everyone has mentioned. Just to give you a function and reason for it, it is actually secreted by the Cowper's gland to act as a lubricant for ejaculation in the urethra and neutralizes the uric acid that is residue on the urethra's walls. If this was not secreted, many sperm would die due to the acidity of the urethra and not survive for successful reproduction.
