I have had none of thoes cuts. its just that them i do cum, it just seems to dribble out and not fire.

doesn't really matter :P some guys have more foreskin than others.

As far as your first question, I guess there's some techniques you can use to make it shoot out, but it barely happens with me. There'll be more of a chance later in puberty, but it doesn't HAVE to shoot (not fire :P) out. Most guys just 'dribble'

I think some people just "shoot" naturally and those other guys that can't there are verry little ways of being able to do the same.

You just aren't ready yet. Some people can't ejaculate yet.
